I have a strange problem with sending files to SVN. Now, using Tortoise SVN, path of the address: https://intelicom.atlassian.net/svn/AAMGRASMAKOWPL/trunk Is closed. All other tracks from other projects are working properly. Where does it come from?
That's not a Jira problem - your svn administrators/owners have blocked access to that subversion repo. You'll need to talk to them.

You're mixing up access - unless you've done something particularly clever with your Tortoise installation and tied it into Crucible, then the error you're seeing is SVN telling Tortoise "no". Nothing to do with Crucible, although that may well be a secondary effect.
