Can't add user on a repo where I am the only user

I can't user with read access on a repo where I am the only user right now. It says "You’ll need to upgrade your plan before adding more users.".

As far as I know I am allowed to add 4 other's on the same repo on the free plan.

The repo I am talking about is : https://bitbucket.org/sdewan64/tourbud/

Can anyone clarify the fact?
