why the hell there is 2 payments while changing the bitbucket plan from free to standart? they took 10$ and after that took 16.5$, what are the 10$ was for? nothing???

Welcome to the community.

I would like to confirm that the 10$ charge is a pre-billed for Bitbucket Cloud and it is not an actual subscription fee, it is a temporary pre-authorization charge applied to your card. Hence, the 10$ charge should disappear from your statement within a few days. In case, it doesn't disappear, please kindly contact your bank instead.
