As far as I'm aware you can choose the number of users of your Balsamiq license. Additionally, you might want to reach Balsamiq Support (https://marketplace.atlassian.com/plugins/com.balsamiq.confluence.plugins.mockups/version/2202/support) on this in case you have questions related to the plugin's license.
