I have a server-based product (a space that I want to eventually turn into a blueprint and put in the marketplace). I currently don't have a server available. Is it possible to apply my existing starter pack licence to my trial Windows installation and keep using it with me as the only user? That way I can keep my product on life support until I get access to a server instance.

when you are developing a product and using the instance only for testing purposes, you can generate yourself a trial license from My Atlassian. Don't worry about it expiring it, when it does, you still can use Confluence. It only won't be possible to upgrade it.

Actually, when a trial license expires, the functionality of the product can stop working. But when a commercial license expires, the product still works, it just prevents you from being able to upgrade.
But yes, you can either create a new evaluation license from https://my.atlassian.com OR you could apply a starter license (10 user) and use that instead.
