Can a user turn off email notifications but keep the Workbox notifications?

I have a user who doesn't wish to receive email notifications for page watches, but wants to keep them in his Workbox.  I don't want to shut off email notifications entirely; can he just shut them off for himself?  I am unsure if the Settings / Watches page shuts off just emails, or both email and Workbox, and the Email preferences doesn't offer "page watches" as a configurable option.

The functionality he is asking for has been requested before; the bug description is soliciting input so it would be great if you could comment to emphasize your use case:

On a project basis is there a way to turn off just email notifications but keep the in app notifications?
