Comparing issues submitted vs unsubmitted

Hi everyone! I have a scenario that I'm looking for some ideas on. We have a group of users, around 600 or so, that are required to submit an issue in JSD that moves on through approvals etc. In a perfect world everyone would fill it out but we know that's not true so I was looking to leverage Confluence or maybe even JSD to display all users that have not submitted an issue in JSD under X project, Y request type. All of our users are synced from our active directory just as a note. Appreciate any help!

Essentially what I'm looking to do is list a group of 'customers' and see who has an open issue & who does not, similar to looking at it the JSD customers tab

I think you can just JQL JIRA for Request Type field - if it's empty that should mean they created a ticket in JIRA directly, not using SD portal. 

project = X and "Request Type" = empty

It worked for me!
