I need a Confluence 3.5 to try an upgrade to 4.3.
Upgrading our whole enterprise Cf for testing purposes is a joke, so I want to import one space and then upgrade, as suggested by Jobin Kuruvilla.
3.5.17 hangs at http://localhost:8080/setup/dosetuplicense.action! (Production)

I killed Tomcat and on the next attempt it worked.

Hi,
It's too little information to be sure, but I have a hint that it can be related to the license version. Old license versions need to be converted to work with Confluence version 3.x.x onwards.
