The built in functionality of Confluence does not offer functionality for creating a Jira project from Confluence. This is an excellent idea though! There was a feature request to create a Confluence space when a Jira Project was created, but it has since been marked as won’t do: CONFSERVER-33943.
Your best options to do these would be to find an Atlassian Marketplace add-on which may bring in this functionality or create an add-on that uses the Jira and Confluence API to create a Project and Project Space. For the API you can find more at Jira API and Confluence API.

Fill out all of the requested information with detailed explanation and use cases for the feature.
