Disabled user get mails via recommended updates

Hello,

we use Confluence Data Center (6.15.10) and found a possible bug in the notifications section.

Problem

Users that are disabled still got the weekly "recommended updates" mail from confluence

Expected behavior

If users are disabled I expect that they does not get any notifications from confluence no matter how their mail settings look like.

Is this an intended feature of confluence or is this a bug? Does anybody know a way to disable notifications for disabled users? 

I already found this question https://community.atlassian.com/t5/Confluence-questions/Disabling-confluence-emails-for-disabled-user/qaq-p/221577 . But this can't be the solution.
