Our client has asked whether users who are @mentioned will receive an email notification, even if they don't have permission to view the content that they've been @mentioned in.
The user case is that they want to be able to link to user profiles within the content, but don't want that user to receive an email notification to content they can't view.

There's an issue to restrict mentions to users, who have permissions to view the content, but this is not implemented yet:

That's good to know - have started following that issue. For this particular user case, it's okay that the user is able to link to the profile of another user who can't see the content, as that's the desired effect (ie they're not using the @mention functionality as intended, but as a shortcut to that person's profile).
