I'm using confluence 6.2.
How can I make sure that page changes are not sent by default, only when it is needed by the editor when the appropriate checkbox is activated? Interested in global settings, not for an individual user.

Are you referring to the *Notify Watchers* setting at the bottom of the Confluence editing page?
If so, you can disable it by default using Custom HTML.
