I am a "site admin " and an "user Access Admin" . Until recently I could add and remove users in Confluence and Jira, no issues. Here recently something changed and now I am not able to add / remove users . Defeats the purpose of being an administrator .
Are there instructions on what access is required to add new users / delete terminated users in the Jira, Confluence, Jira Service Manager environment ?
Do I need to be the User Admin for all product lines ?

You need to be an Org admin for that:

Check that your user has that permission.

Sorry - that is not what I am looking for. I am not a Org Admin, nor probably become one due to security. I know that an Org Admin can do all these things.
I seeking to know if there is a way , that with the permissions that I have , "site admin " and an "user Access Admin" is it possible to be able to add / remove users .
For example, if I am added to each product as User Admin , if it possible to be able to add / remove users . In order to perform these actions, must I be user access admin for each product ?

Sorry for the misunderstanding. User admin access will allow you to add/edit/delete users.

Yes. You need User access admin for each product (jira, confluence,product discovery)

Even after letting your organization admin know the type of role you need to manage users for each product you are an admin of, please let us know. :)

Before the recent Atlassian access change, I was set up to be able to add / remove and be admin to Confluence , Jira and Jira Serv Mgr. as "Site admin" and "User access admin" and all was fine.
Now I don't have access to do what I need to do, and more than likely wont be added to "Org admin" - so we are in a bit of a pickle trying to figure out what needs to be added so that I can administer without being a Org admin.

My apologies, as I have missed your message here. :(
In the previous user management UI, being a site-admin, among other admin rights, allowed admins to have control over the user, products administration, group management, etc.
In the current user management experience, the site-admin role features were split among other roles as you have reviewed in the documentation, to avoid the enforce of giving a product license for users who only need to administrate the user management for example.
In that case, it is correct, for the user admin role you will need to have this role for each product you need to administer the users for.
Other wise, you wont be able to manage groups that give access to products you don’t administer.
