I need to store users's public key somewhere and because LDAP directory is read-only due to corporate birocracy, storing it in confluence would make sense.
Do you know any solution for this? Preferably a free one.
Is this the same as this question? There you can see a possible solution with scripted custom fields.

You can add files to a user's profile in Confluence, provided you have the permission to do so. To set the permission, go to the global permissions screen in the Confluence Administration Console, and give your username permission to attach files to user profiles.

Hi, what do you mean users's public key? In JIRA there is nothing like user profile custom fields, only user property.
