For example, how did Atlassian make the page on https://confluence.atlassian.com/doc?_ga=2.72873491.1832281431.1525889704-669807808.1507137436 do the following:
- Have panels that are the same size, regardless of how much content they contain. (Ie, a panel with two or more lines of text is the same height as a panel with only 1 line of text.)
- Have 2 or 3 columns that reduce down to 1 column when the browser window is narrowed? This is awesome for when people view your pages on a mobile device.
I can't figure out how to do that using Confluence. I've tried different structures of sections and columns, with panels inside. I've tried tables too.
Does Atlassian not use Confluence for their Confluence topics? Or do they use an add-on?

As Mikael has mentioned, Atlassian uses our app, Scroll Viewport, to display their Confluence content in the way they require. Were you interested in testing this app? If so, you can easily request an evaluation licence for 30 days through the Atlassian Marketplace.
With Scroll Viewport you can design your own Viewport theme to provide an alternative view on pages or blogposts in a Confluence space. It is available at a configurable URL and uses themes to output the content – the theme development uses standard web technologies.
