How to access externel resources from confluence plugin

I have made modifications to a plugin to automatically create pages in confluence when a project is created.

When I created this I hardcoded a reference to where the template files are in my local system, this plugin is now going onto our server and I need a way of bundling these template files in with plugin so I can provide a reference to them in the Java.
