We use Confluence to manage meetings.
I have created an agenda and attached files.
I created a copy of that agenda (to carry over actions and notes) but the attachments carried with it and I cannot delete them from the copy.
When I clicked on the attachments button in the dropdown menu it does not provide a delete option (looked in View, Properties etc.)
I tried searching the Atlassian help pages and nothing came up for "delete attachments" in any area I could find.

I do not have a 'Delete' button/option on the Attachments page. Could it be a permission level issue?
I explored View, Edit and Properties.

That is exactly the issue. Attachments Add and Delete are separate permissions:

Yes - this is a setting of what your personal access Permissions allow you to do - Adding and Deleting Attachments are two different settings.
So you need to contact your system administrator to have your Permissions expanded if that is what they want to allow you to do.
