Hello, I'm confluence starter kit user. (version #4.3.7)
One year before I bought 3 years confluence license.
This system has now 6 users, and I want to add one more user.
But in Administration > Users (in Users & Security menu) page, I cannot find any add user button or link.
As I remember, there was a add user button in this page, and I have 4 more quota(users) for this starter kit.
How can I add new user in this confluence system?
Finally, I edit confluence/admin/users/browseusers.vm file manually.
delete the if block (canAddUsers variable check) at line 27.

But... the case in the page is not the same problem of mine.
In the linked page, the problem comes when admin add user to specific group.
In my case, I cannot see the 'Add Users' tab or 'Invite Users' tab in Users administration page,
as if I have no privileges to add user to this confluence server.
I had seen the page before (maybe...) when I use trail version of confluence.
If I'm right, after the trial version end up the licensed period, the Users administration page hide the Add Users and Invite Users tab. So I had to update the trial license.
It was too boring job for me, so I bought the license for 3 years.
And I got the same kind of page (cannot do any action to add user).
After Re-Install my confluence(the same version number of previouse confl.), I found that the Server ID changed from 'blabla-blabla-blabla-blabla' to 'BWRF-0QWQ-OGB7-KMUA'. (I checked it from License Details page)
So, I changed the Server ID from atlassian License management page, where I can edit the Server ID.
But the page remains same.
What can I do for adding new user ?

You might want to check the following KB article to clarify that the issue was not caused by the lack/missing of required permission to perform user management.

Yes, I know above page. (I found it from google search)
But I cannot access the page describe in the page.
I have admin privileges. but the Users page different from the page metioned in that site.
And I missed one thing in above question.
Last week, My confluence has some problem. there were many error logs in confluence.
they comes from postgre file db.
I think, some transaction missed some foriegn key or something...
So I want to migrate the data from postgre file db to mysql local db.
So I backup the data to zip file, and install confluence again, and restore the backup data.
I successfully recover eveything.
But in the Users page, I cannot access add users page, or invite page.
