My boss is our confluence cloud admin, the support staff at Atlassian confirmed that. She needs to make me an admin because I am responsible for adding and implementing JIRA. where does she go to do this? She said it is not intuitive and she cannot figure it out.

Please ask her to go to the Settings in Confluence:
That will take her to the Site admin part of the instance, where she can find the groups under the Security heading:
Then she should choose the site-admins group and click Add to add your account:
That will give you the access needed to add Jira to the instance and administer Jira.
