We are looking for options to implement 2FA (2 factor authentication) for JIRA and Confluence.
We have JIRA and confluence both set up on-premise. Can someone please suggest the options available.
If 2FA is not a viable option, then what are other ways to implement tighter login mechanism?
For us, 2FA means when you enter your userid/password along with a number from the RSA token.

There's a Jira 2FA plugin available with U2F devices support:

Please note that these apps have Data Center editions.

There are add-ons you can try. One that I'm aware of is 2-Factor Auth (2FA) Secure Login - JIRA.

there are other plugin to enable two-factor authentication for JIRA and Confluence (and even Atlassian Crowd)
The add-ons provided by SecSign Inc. does not need any additionaly usb-tokens or the input of generated numbers.
The solution of SecSign is a true 2-factor authentication and a 2-channel authentication as well.

I am staggered that there isn't any real kind of secure log in for Confluence Cloud. We pay a lot of money to use it and I do not feel that our data is very secure.
