Hello! I am Confluence administrator. Can i add photo for all users in confluence (Server) myself?

There is a feature request with lots of comments suggesting workarounds: Let Confluence Admins change user profile pictures.

As far as I know, users can only maintain photos themselves without any help of plug-ins.
