Confluence sends notifications for restricted pages to users watching a space. Any way to prevent this?

Looks like one of my users had a PEBKAC experience. After some extensive testing all is well in Atlassian land.

It is supposed to ... in my environment it does anyway. Something is wonky if it is not respecting the restriction.
