Confluence User Directories: How do we create a new user into the second user directory?

This question is in reference to Atlassian Documentation: Managing Multiple Directories

We have 2 User directories defined in Confluence.
At the first position is our Corporate LDAP directory (delegated auth, read only)
On the second position the confluence internal user dir.

How do we add a technical user into the confluence internal user directory? Do we have to change always the order of the directories before creating the user? That's not really usable and could only be done at non-office hours ....

We are also experiencing the same issue.  In Confluence we don't have any option to assign specific user directory during user creation. It always takes the first user directory as default ..Not sure how to resolve this issue.
