We want to provide documentation to our customers using Confluence. There will be 3-4 of us working on the documentation and then we want to have open access to this documentation for anyone. We will be hosting the Confluence instance (already have one instance for internal use). Can we use the 10 user license ($10 one time fee) for this purpose?

A lot of us do exactly that.

Use the $10 licence for your 3-4 users doing docs, and then make any space you want read-only for "anonymous".  Then anyone who can get to your Confluence can read your docs without eating up a licence.

If the customers will not have accounts in Confluence (meaning they won't be able to comment or edit posts, or various other things) then yes you will be able to use that license.

You will need to set up Anonymous access for non-users to see documentation, which you can read about here: https://confluence.atlassian.com/doc/setting-up-public-access-156.html
