Is there a way to set a permission level to allow a group access to User Administration without granting them access to granting access to "General Configuration" and "Addons"

I am in the process of handing certain administrative tasks off to my support desk, and would like to start with just Space Creation and User Administration.  I dont want to provide access to plugin support and other general admin tasks.  I can tell them to not touch that stuff, but I cant restrict them from it.

We are also running a very outdated version in 5.10.2.  Is this level of admin control available in a more recent version?

Out of the box it is not possible. 

But you could do it with a plugin

But i think you will need to upgrade your JIRA first to a minimum version of 6.0 

PS: i never tried this plugin before. But it seems interesting
