what is the best way to mange all users pictures / avatar on all Atlassian products.?

Hi @Hesehus IT,

if you mean where are the pictures placed in your server, you can find it in your Jira Home:

<JIRA Home>\data\avatars

if you mean a place to manage users with an avatar in one place for the admin user, there is no place for it.
