Notify watchers by Email

what's the purpose of the 'notify watchers' box?

As I read , all users that will appears on the page tagged with ‘@’ will be a watcher of this page.  I couldn’t figure out what’s the purpose of this box because when i click on the ‘save’ button after checking the box the watchers didn’t receive an email.

The watchers received an email just on the first publish when I tagged them  but when I edit a content they didn’t receive email.

so to summarize ,how can I control on the email notification and make the decision when do send an email notification?

Each time you save a change watchers will get a notification. From several spaces can this be like spamming, get a lot of notification the hole time something happens. To mark the box "Notify watchers" wil only than send notification to the watchers, not at every save.
