Are Atlassian accounts tied to a subscription?

We want to transfer certain confluence and jira projects to a new cloud-instance (backup and import). This process which is documented quite well.

But are atlassian accounts tied to the "old instance/subscription"? Or are they "global" and a account could (in theory) access several different instances?

Example: I can login to https://my.atlassian.com/ which seems not to be related to my companies cloud instance.

Your description of "global" is spot-on.

I have one Atlassian account which has access to all sorts of bits of Atlassian sites (I work for a partner, so I have access to partner related stuff, as well as the stuff you can see on my.atlassian.com and so-on), and 25-30 Jira and Confluence Cloud instances that are all client sites that they have let me into.  One account, many systems.
