That's all! I know tier upgrades can be done until Feb 15, 2022, but I cannot find anything about changing the number of users.
I believe after Feb 15th, you can buy additional licenses as long as the total number of users doesn't make you jump to the next tier.
I wasn't aware that there were user number tiers. When they say "tier" I thought they meant Server License versus Data Center License (https://confluence.atlassian.com/doc/confluence-server-and-data-center-feature-comparison-953652032.html).
Those licenses have different feature sets, but I don't see anything about number of users.
Is there a list of tier cut-offs by number of users?

There used to be. I don't see it any more.
What I recall is that the user tiers looked like the following:
0-10 users - free plan
10-100
101-250
251-500
501-1000
1000+
Something like that.
