Sometime my team is ended up creating JIRA issue with no description and it's repeating most of the time. So i am exploring if i can restrict issue creation if no details added to description field.
Please let me know if it's something available in JIRA or gonna be available in upcoming versions.

Yes, you can restrict the users from creating the ticket. Make the field required in the field configuration of the project.
