We identified some filters with a public view level and a private edit level. However, the owners of these filters have their accounts disabled or excluded (people who left the company). How to change the view permission to "My Organization" ?
You can change the owner of a shared filter if you have admin access. Just go to Settings > System > Filter. Search for the filter and click the three-dot menu and select Change owner. Have a look at this KB for more details.

When the filter editor is private, there is no owner edit option, see images. (sorry pictures in Portugueses)

You are looking at the wrong place. All shared filters can have the owner changed, but you have to go to Settings > System > Filter (you need to have Jira admin permissions to do this) and from here you can change the owner
