I've connected a confluence space to a JIRA project, non-confluence users in my org can't view

I followed the instructions in this article, which states non-confluence users will be able to read and comment on published confluence articles without requiring confluence access:

"Everyone with view access to your service desk can view articles (pages) you publish without a Confluence license. You only need Confluence licenses for team members who create and update articles"

When someone from my organization in JIRA goes to view the pages of our connected workspace in the connected JIRA project, they get this message: Screen Shot 2022-04-12 at 9.01.19 AM.png

Is anyone able to help explain why this is the case? Happy to provide further details about the article settings and/or project settings, thanks! For context, I'm on a free trial plan and therefore don't have the ability to edit restrictions. The article is unrestricted by default so I don't know if this has any impact.

From my recently completed training, the only way for non-Confluence persons to see the content is to export the page. AFAIK there is not a "view only" membership type.  Or you could encourage the non-users to become users. I am also new to Confluence. I find a LOT to like.

Thanks Rolland! I thought this as well until I read this article and a few others that touched on JIRA project connection and stated the above. Unfortunately, this is a necessity if we're going to purchase confluence, since a lot of our articles contain jira dashboards that don't export successfully :/
