We are getting too many comments on some of our confluence pages and we want to route them to JIRA tickets to start an SLA on the answering.
This is only possible with a thirdparty app.
I would recommend you to use ScriptRunner for Confluence. With this and some programming skills, you should be able to achieve what you want.

Also, would you know if there is a way to disable or remove the comment section completely from confluence pages?

You can set the permissions, that no one is allowed to make a comment. But this is out of the box feature of confluence.
