I work with the PM of my customer company. We both work on same project. He has JIRA licence under his entity and i have under my company name. Can i provide access to him for my project on JIRA/Confluence ?
You can set this up, but I would advise caution - how much access to other areas of your instance would you want this guy to view/not see...
We achieved this by configuring a new Permission Scheme, Group, and Project Role called 'External', and once these are in place we can invite that person (by email address) to our instance, giving access only to this role/group for the specific project they should be able to access.

My client already has a JIRA licence so, Once i complete the above steps, the email associated with his licence can be given access to my project right? or should I assign a licence for him?

Licences do not transfer to other instances, he will need a new licence with the access you invite him with in order to be able to actually log in and view anything.
Likewise the other way around; you would need a licence in their instance!
