Can we use the Insert Jira work items to share a list of Jira tickets on a Confluence page, but run the Jira Query with a specified user, or will the query always run with the running user? The reason for this is that not all Confluence users will have a Jira license, or they might not have access to some of the Jira tickets, and we would like to make sure all users who can see the Confluence page will see the same Jira ticket list.
Sharing experiences from my side. We will directly insert Jira tickets from different Jira project space on one page in Confluence by clicking "+" -> "Jira issue/filter" macro.
We give same permission of the Confluence space for everyone, but different Jira project members cannot access to other's Jira space only with their own project access. It turns out, everyone with confluence permission can equally see all Jira ticket list (including its number, title, type and status) but no permission to jump to others' jira space.

Welcome and thanks for your question.
The Jira query will always run based on the current user's permissions. If you want all users to see the list of tickets part of a version, you can use the Release Notes button and either copy-paste, or save release notes as a new Confluence page.
That way, you'll get the "hard-coded" work items' summaries for the users who don't have the permission to read the work items.
