which accounts require licences

This question is in reference to Atlassian Documentation: Create some content

I understand that a "User" account likely requires a license.

I understand that Anonymous can view content without a license. 

Is there such a thing as a "Viewer" that needs credentials to log in to keep things more secure and view data but does not need a license?

There is no such thing as a logged in user that does not take up a license. The functionality has been requested:

No.  If they can log in, they're a user.
