What do we need to do to enable OAuth Authentication between Confluence Cloud and Jira Server?

In the Confluence admin page, when trying to set up an Application Link between our Confluence Cloud space that we recently set up, and our JIRA Server (Jira Software v8.21.0), I get the following error:
"We can't display the status for this application link, because outgoing authentication is disabled. You can enable outgoing authentication to see the status."
So I tried to change the "Local Authentication" method to "OAuth" but then received this error message:
"We can't enable the incoming authentication because NorthwestJira is not reachable."
We'd really like to start using the cool integrations between the two apps. Is there anything that my company can try on our end in order to get our instantiation of Jira "reachable" by Confluence?
