We have been using questions since years. It really reduce the no of tickets coming to helpcenter :)

As @Davin Studer said, it could be use for the mentioned purpose, this way it will become a whole new advantage/usage discovery of confluence question. A little suggestion though, Always use labels. so that you can use confluence questions efficiently.

Seems like it could work for that. You could get a 30 trial license and see if it would fit what you are wanting to do.
