It says to go into Confluence Admin, manage add ons, and find the "Confluence HTML Macros" add-on. However, I see no such add-on in the list of my system add-ons:

How do I enable this add-on, or is it disabled entirely on cloud instances?

Unfortunately Confluence Cloud doesn't support the HTML Include Macro due to security reasons. Only the server version lets you switch it on.
However we've built an add-on with a secure HTML macro designed for Cloud, you can try it here:
