how do i add the space tools gear in the sidebar

This question is in reference to Atlassian Documentation: Configure the Sidebar

How do I make the "Space Tools" gear appear in the left sidebar? I can see it in one of our Confluence spaces, but not the other:

That appears when you have permissions to visit other sections. Please note that spaces that use Documentation Theme don't have a Space Tools button but rather a Browse button somewhere on the Header Bar.
