Hi,
We want to upgrade Confluence 7.4.9 and Jira v8.17.0 to new versions. Both applications are on the same server. The problem is the postgressql 9.6 version.
When I update postgresssql from 9.6 to 11, will this remain transparent to the application?
Is it possible to get support to upgrade the applications and postgressql?

Upgrading the DB is pretty straightforward. You will just need to turn off both the Confluence and Jira services before performing the upgrade. Upgrading the DB should not change any of the connection strings, settings, etc. After the upgrade is complete you should double check all your settings and then restart Confluence and Jira.
Upgrading the applications does take a little more time and has more steps. You will want to follow the these guides:
Atlassian does provide basic support if you run into an issue. If you want someone to do it for you then they have implementation partners who you can work with.
If this is your first time I would suggest making a clone of your instance to practice on. If you are running on a VM environment it is easy to snapshot and restore your instance. You can then practice doing the upgrade on your non-production instance and identify any issues that might arise without having a crisis situation.
When you actually move forward with the upgrade make sure you have a roll-back plan and production backed up.
PostgreSQL 11 is supported by the most recent versions of Jira and Confluence. You should be able to upgrade your database without any negative impact on the tools.
Atlassian will not provide support when upgrading your database but you could always get in touch with an Atlassian partner if you want to hand over the task to someone with experience in that matter https://partnerdirectory.atlassian.com/
