Jira is an issue and project tracking tool - used to plan, track, release and report on delivery or the lifecycle of a project/product. Think story or task tracking, raising bugs, completing delivery releases, etc.
Confluence is more of a team workspace; for knowledge management and collaboration. You're more likely to find documents in Confluence - retrospectives, OKRs, knowledge articles, etc.
