why log scanner ( Atlassian Support Tools ) not working

wget https://confluence.atlassian.com/download/attachments/179443532/confluence_regex_v2.xml on the server works fine, so it appears the server has access to the internet and the file.

 

This seems to indicate proxyhost jvm options are not needed, but  all fixes seem to presume that wget fails, so there are no other suggestions.

There does not appears to be any errors to give me a hint on what the issue is in the atlassian-confluence.log.
