I'm attempting to find a way to allow Collaborators to comment to customers. We only need to restrict them from changing ticket assignments and transitioning tickets. Does such a role exist?

If you want a user to be able to respond to customer, the user must be an agent(must have application access). You can then just create a new role and give only comment permission to that role.
If the user does not have application access, the user can create only internal comments.
In that case, I'll be working with our in-house ATLAS admins to create the role, since we can't create our own that I know of.
