Adding a Customer Portal user as Viewer to Service Desk project

We have multiple projects created in Jira Service Desk Cloud, and I am trying to create a user in a project with the role of Viewer. This is a Customer portal user (Users > Jira Service Desk).

I can add the user and I get a message user-created and it will appear on the list in a little while, but nothing happens.

The reason I am doing is that all the members of the IT Stakeholder Group can ONLY VIEW the System Change Requests and without the added cost of licenses.

Any suggestions
