Allow sending requests without logging in, but require logging in to access requests?

When a new customer sends an email request, both of these settings are required for the request to show up in Service Center. This ALSO allows anonymous access to ALL tickets. Is there any way to allow emails from new customers without signup, and still prevent anonymous access to the Portal?image.png
