Application hanging, and unable to open application. Taking full server utilization

Works only after server restart. Atlassian Jira is taking full CPU utilization.

Start with a look at the memory settings - how much have you allocated to the help for Tomcat?  And look at the logs - are they telling you what it is doing when it hangs?
