I have invited many customers to the help desk (it is not public signup.) I have full names, phone numbers, and other info for these people that I would like to add, but all I can enter to invite them is their email. And when I click on their login in the customer list it says the profile is private. They may not bother to enter their personal info, but it would be helpful to me and service agents to be able to view it. Can I make the profile not private, at least not to me so I can enter customer details?

I checked this out in Cloud in impersonation mode and it doesn't not let you change the personal information. The only information it would let you change is the preferences.
The personal information has the following message:
You may not change the Atlassian account details of a user while impersonating them.
In JIRA Server the JIRA SU Plugin will let you edit user profiles when you login as them. In addition, according to Solved: As JIRA administrator, how can I edit other people's profiles, Script Runner has a canned script called "SwitchUser" that may help too.

This sucks. I cannot get a couple of my users to upload an avatar. It's impossible to tell at a glance on a board who is assigned to what.
