To my knowledge, it's not possible to restrict access to the audit log. On Server / Datacenter, access requires the Jira Administrator global permission. You can restrict it to Jira System Administrators setting a property. You can find details in the documentation:
I'm not aware of a similar tweak on Cloud.

In Jira/JSM - For the server on-prems env (Data Center), Jira system admin has the ability to access the system logs. On the other hand, for the Cloud env, one will need to contact Atlassian Support (https://support.atlassian.com) for their assistance on accessing the backend logs.
