Automate Service desk announcement

Is it possible to automate announcement in the customer portal when some event occurs ? 
Say a customer report that the server is down, I want to make a announcement in the portal that says "Server xyz is down" so we dont get 100 issues with the same type.

Looks like there is integration with statuspage to drive this.

We cant use statuspage in this scenario.
